The New People’s Army (NPA) has apologized for a bombing incident earlier this month according to its spokesman. Over 30 people were injured by the attack in Davao, Philippines. Most of them were watching a circus and included women and children.

Government troops believe that the intended target was an army outpost nearby. The bomb was unable to penetrate the protective netting around the camp causing it instead to bounce towards the civilians. The NPA spokesman admitted that this was a mistake and disciplinary actions against those involved will be taken. The local police where the bombing took place says that they will seek legal action against the bombers.

The NPA is the armed faction of the Communist Party of the Philippines which has been fighting the Philippine government since 1969. Although peace negotiations are currently taking place, fighting continues. Civilians are often the victims of the violence.
